Adoption agencies in Canada are listed here by the country they serve. Pick a country, then an agency serving that country. Detailed descriptions of each agency are in the list by province, at Adoption Agencies in Canada (especially check to see if it is licensed for your province).
Depending on your province of residence, you may not be able to use some of these agencies. Ask the agency about this. Here are some restrictions:
British Columbia -- All adoptions in B.C. must occur through a "B.C. Licensed Adoption Agency" or through the Ministry for Children and Families. Unlicensed agencies and facilitators may not place a child for adoption inside or outside B.C., but they may act as consultants.
Ontario -- Ontario residents may adopt from only those countries for which there is an agency licensed by the Ministry of Children and Youth Services (CYS). The countries are listed at List of Adoption Agencies. Ontarians may not use an agency which is not licensed for intercountry adoption by CYS.
Québec -- The Secrétariat à l'adoption internationale du Québec (SAI) has accredited 16 agencies for 21 countries.
